BEIJING,Jan.28(Xinhua)--Chinawillconsolidateandexpandthemomentumofeconomicrebound,accelerateconsumptionrecoveryandstabilizeforeigntradeandinvestment,accordingtothedecisionsmadeattheStateCouncilexecutivemeetingchairedbyPremierLiKeqiangonSaturday.

Notingthecontinuingtrendofeconomicrecoveryandrebound,themeetingstressedtheneedtoimplementthedecisionsoftheCentralEconomicWorkConferenceandfocusonensuringstabilityingrowth,employmentandprices,tokeeptheeconomicperformancewithinaproperrange.

Solidstepswillbetakentoensureeffectiveimplementationofthepolicypackageforstabilizingtheeconomyanditsfollow-upmeasures.Keyprojectsandequipmentupgradingandrenovationsupportedbyfiscalandfinancialpolicytoolswillbeadvancedtogeneratemorephysicalgains.

PoliciestoextendthedurationofVATreliefforsmall-scaletaxpayersandinclusiveloansgrantedtomicroandsmallbusinesseswillbeeffectivelyimplemented.

Itisimperativetoremainfirmlycommittedtoconsolidatinganddevelopingthepublicsector,andtoencouraging,supportingandguidingthedevelopmentofthenon-publicsector,toprotectthelawfulrightsandinterestsofprivatebusinessesandfosteramarket-oriented,world-classbusinessenvironmentgovernedbyasoundlegalframework.Theplatformeconomywillbesupportedinpursuingsustainedandsounddevelopment.

ThemeetingunderscoredtheneedtofacilitateaspeedyreopeningofbusinessesandproductionaftertheSpringFestivalandtoprovidegoodservicesformigrantworkersinreturningtotheirworkorlandingnewjobs.

"Weneedtostepupeffortstodeliveronthepoliciesforexpandingconsumption,"Lisaid.

Notingthepressingchallengeoflacklusterdemand,themeetingurgedtimelymeasurestopromoteanearlyrecoveryofconsumptionasthemaineconomicdrivingforce,steadfastlyadvanceopening-up,andstabilizeandupgradeforeigntradeandinvestment.

Consumptionwillbefurtherboosted.Policiesforsupportingconsumerservicebusinessesandself-employedindividualsandpromotingtheconsumptionofcarsandotherbig-ticketitemswillbefullyimplemented.Variousactivitieswillbelaunchedtostimulateconsumptionandfacilitatetheearlyrecoveryofcontact-basedserviceindustries.

Consumerloanswillbeincreasedasappropriate.Thepolicytoolkitwillbeharnessedfollowingacity-specificapproach,tomeetpeople"sbasichousingneedsandtheneedforimprovedhousingconditionsandensurethedeliveryofpre-soldhomes.

"Boostingconsumptionisakeysteptoexpanddomesticdemand.Weneedtorestorethestructuralroleofconsumptionintheeconomy,"Lisaid."ThegreatestpotentialoftheChineseeconomyliesintheconsumptionbythe1.4billionpeople."

ThemeetingreaffirmedChina"scommitmenttothebasicnationalpolicyofopening-upandcalledformoreconcretemeasurestostabilizeforeigntrade.Effortswillbemadetopromotetheresumptionofin-personexhibitionsathome,andsupportenterprisestoparticipateinexhibitionsoverseas.

Policiesconcerningexportrebates,creditloansandcreditinsurance,amongothers,willbeearnestlyimplemented,andtheRMBexchangeratewillbekeptgenerallystableatanadaptive,balancedlevel.EnterpriseswillbesupportedtofurtherexploremarketopportunitiesbymakingfulluseoftheRegionalComprehensiveEconomicPartnership(RCEP).

Developmentofcross-bordere-commerceandoverseaswarehouseswillbefurtherpromoted.Thecompetitivenessofforeigntradewillbeenhanced.Importwillbeexpandedasappropriate.

Activeeffortswillbemadetoattractforeigninvestment.ThenewCatalogueofEncouragedIndustriesforForeignInvestmentwillbeputintoeffectatafasterpace.Localgovernmentswillbesupportedinattractingbusinessesandinvestment.Theroleofpilotfreetradezonesandotherplatformswillbebetterleveraged.

Facilitativemeasuresoncross-bordertravelwillbeearnestlyimplemented.Sustainedeffortswillbemadetoimproveservicesforforeign-investedenterprises,andpromotetheearlierdeliveryofmajorprojects.

ThemeetingurgedrelevantdepartmentstomakecomprehensiveplansinearlyFebruaryandensureagreatersenseofresponsibilityatalllevelstopromptlystartspringplowingandfarmingpreparations,inordertolayasolidfoundationforbolsteringfoodsupplyandstabilizingconsumerprices.
